Water is one of the natural resources that has a very important function for life and the life of all living things, including humans. Water is the origin of all forms of life on earth. Water begins life and because of water, civilization start to develop. In its development, water is rapidly becoming an increasing scarce resource with relative no source of replacement.

Water is referred to all water found on, above, or below the surface of the land, including surface water, groundwater, rainwater and sea. Water sources are natural and/or artificial places or containers of water found on, above, or below the ground surface. Water power is the potential found in water and/or in water sources that can provide benefits or losses for human life, livelihoods, and the environment. Water resources are water, water sources, and the water power indeed.

Although Indonesia is big 10 water-rich countries, there are basic problems that still happen in its utilization. First, there are seasonal variations and spatial imbalances in water availability.

During the rainy season, some parts of Indonesia covered with tremendous abundance of water, resulting in flooding and other damage. On the other hand, in the dry season, water scarcity and droughts are disastrous in other areas. The second problem is limited amount of water that can be explored and consumed, while the growing population of Indonesia causes the demand for raw water to increase drastically. Water quality issues makes the alternative water sources that can be utilized by the community become even lower.

Water availability is very influential on human life and water can be one of the factors holding the economic growth of a country.

The influence of land use which causes an increase in the chance of extreme will be even higher with climate change. Many studies have examined how climate changes will occur in the future, on focus rain cycle. The changes in rain cycle will lead to more extreme rain such as flood and drought.
